Saylor

Admiral Saylor was a Starfleet officer who served on Starbase 33 in the mid-23rd century.

Circa 2263, Saylor met Captain James T. Kirk at a Starfleet function at Starfleet Headquarters in San Francisco, and the two seemed to get along well. Two years later, Saylor ordered Kirk, now in command of the USS Enterprise, to explore explore the edge of the galaxy, and even probe beyond the galactic barrier.

Following the completion of the mission, the Enterprise headed for Starbase 33, for general repairs and a debriefing by Saylor. However, the debriefing was taken out of Saylor's hands when Captain Francis Damion was brought in to conduct it, and Saylor was only to sit in. (TOS novel: My Brother's Keeper: "Constitution").
