A governor is a title which was usually granted to a political leader. Many colony worlds were run by governors.
In the mid-2240s Kodos served as governor of the Federation colony on Tarsus IV. When a fungal plague threatened the colony's food supply in October 2246, Kodos ordered the execution of half of the colony's population (4,000 people). Shortly after, aid started to reach the planet and Kodos' charred corpse was discovered, although it was later revealed that Kodos escaped and assumed the identity of Anton Karidian. In 2266, Captain James T. Kirk attempted to governor of the Alpha V colony to arrange to drop off Charles Evans at the colony. However, during the attempt, Charlie shorted out the communications station which prevented Lieutenant Nyota Uhura from raising the governor. (TOS episode & novelization: Charlie X)
Commander Kor briefly served as the Klingon military governor of Organia during the brief Federation-Klingon War in 2267. (TOS episode & novelization: Errand of Mercy)
By 2270, Robert Wesley had left Starfleet to serve as governor of the Mantilles colony. (TAS episode & novelization: One of Our Planets is Missing)
In the anti-time future created by Q in 2370, Worf served as governor of H'atoria in 2395. (TNG episode & novelization: All Good Things...)
