Flag officer

Flag Officers represent the highest ranks in a military organization, whose responsibilities usually include groups of ships, major facilities, or oversight of the entire organization. The term stems from Terran naval tradition, for ranks that were entitled to fly a personal flag (from a flagship or headquarters).

In the Federation Starfleet, officers of commodore/rear admiral rank or above are considered flag officers.
